struct(sec,app): 接入 sec4/sec5 与附录 F，附录 E 分 E.1/E.2

阶段 5 骨架。主文件 \input sec4/sec5 取消注释，附录段在 E 与 G 之间插入 F。E.tex 将原五个 subsection 降为 subsubsection 包入 E.1 单用户多星 CRB；新增空的 E.2 多用户多星 CRB（扩展）占位。 sec4/sec5/F 暂为 % TODO 框架，实质内容下一个 content commit。
