fix(sec3): 补观测矩阵 Y_l 的本地定义

sec3 首用处直接 vec(Y_l) 却未定义 Y_l(仅符号索引 A 有条目),违
"符号首现即在本节定义"约定。补:Y_l=[y_l(0),…,y_l(T-1)]∈
C^{M_l×T}(列为各采样点接收向量,衔接同节 y_l(t)),再 vec。
